Kansas State University (KSU)
Kansas State University, founded 1863, is one of two flagship Kansas public universities (with KU). KSU enrolls ~22,000 students. Its identity centers on agricultural science, engineering, and the K-State Wildcats athletic tradition. The university applies institutional drug-and-alcohol policies; cannabis use on campus is prohibited regardless of state or local status.
Fort Riley — The "Big Red One"
Fort Riley, in Junction City and adjacent to Manhattan, is the home of the 1st Infantry Division — nicknamed the "Big Red One" for its iconic red-numeral 1 shoulder patch. Fort Riley employs approximately 15,000 active-duty soldiers plus civilian and contractor personnel.
For Fort Riley personnel, federal drug-testing applies under standard military regulations. Cannabis use of any form is grounds for termination, security-clearance revocation, and — for active-duty service members — court-martial under UCMJ Article 112a. SF-86 continuous-evaluation programs treat off-duty cannabis use (even in legal jurisdictions) as a clearance concern.
The Riley County Police Department (RCPD)
The Riley County Police Department is unusual in Kansas in that it serves both Manhattan (the city) and Riley County (the county) under a unified law-enforcement structure. RCPD has a reputation for aggressive enforcement of Kansas drug laws.
The January 2025 American Shaman Raid
The notorious January 2025 raid by Riley County Police Department on a CBD American Shaman store in Manhattan — over alleged THC content in inventory — illustrated how aggressively Kansas law can still be enforced even on hemp-derived products. American Shaman is a national CBD-and-hemp-products retailer; the Manhattan store had been operating under the same federal-Farm-Bill compliance framework as other American Shaman locations across the country.
The Manhattan raid preceded the broader October 2025 Kobach-led statewide operation. It signaled to KBI Director Tony Mattivi that local police were already willing to enforce Kansas hemp law more aggressively than federal Farm Bill standards would suggest. The October 2025 statewide raids built on the Manhattan precedent.
The Tense Cultural Layer
Manhattan’s political-cultural makeup is complex:
- KSU students — ~22,000, generally cannabis-permissive in attitudes but constrained by university policy.
- Fort Riley families — ~15,000+ active-duty + dependents, subject to military regulations and clearance-investigation pressure.
- Long-term Riley County residents — predominantly conservative; supportive of strict drug enforcement.
- Agricultural-industry workforce — KSU’s research and the broader Konza Prairie ranching/agricultural economy.
The combination produces a place where cannabis-policy reform faces exceptional cross-pressures. KSU students are the most receptive to reform; military families and long-term residents are among the least.
The Konza Prairie Cultural Anchor
The Konza Prairie Biological Station (run by KSU) is one of the largest tracts of unplowed tallgrass prairie remaining in North America. Manhattan’s identity as the gateway to the Konza Prairie and the broader Flint Hills region produces a rural-libertarian cultural strain that operates alongside the conservative-Republican posture of Riley County government.
Major Manhattan Employers
- Kansas State University — the dominant employer.
- Fort Riley — military + civilian + contractor employment.
- Mercy Regional Health Center — healthcare.
- Manhattan Regional Airport — FAA-regulated; federal drug-testing.
The Cross-Border Geography from Manhattan
- Missouri: ~135 miles east on I-70 + state highways. ~2.5-hour drive.
- Topeka: ~60 miles east on I-70.
- Lawrence: ~95 miles east. Closest jurisdiction with the $1 Loophole.
- Colorado: ~7 hours west on I-70.

- Fort Riley personnel face federal zero-tolerance.
- KSU students face institutional drug-and-alcohol policies on campus.
- The closest jurisdiction with reform is Lawrence (~95 miles east).
- Missouri legal cannabis is ~2.5 hours east; bringing product back is a federal felony.
